The government of Manitoba has announced changes to its provincial nominee program, some of which came into effect immediately on November 15, while other changes will come into effect in 2018.

The latest Express Entry draw, which took place on November 8, invited a total of 2,000 candidates with a minimum Comprehensive Ranking System (CRS) score of 458. This is the first draw to operate under a new 'tie-break' procedure whereby in the event that multiple candidates have tied CRS scores, profiles are ranked according to the date and time of submission of the profiles, with profiles that have been in the pool longer being prioritized for invitation over newer profiles. Therefore, candidates in the Express Entry pool with a score of 458 or above at the time of the draw were possibly issued an Invitation To Apply (ITA) depending on the time their profile was created. Therefore, it is possible that not all candidates with a score of 458 were invited in this draw.
