PR Pathway for Recent International Graduates (Streams are now closed)

Overview

This pathway for permanent residence is for international graduates already in Canada who have the skills and experience to help Canada accelerate its economic recovery. These international graduates may have a chance to become one of 40,000 to get permanent residence through this new policy. Candidates can submit their applications between May 6, 2021 and November 5, 2021, or until the quota of 40,000 applications is achieved.

Eligibility Criteria

Criteria for principal applicants:

• Have completed a program of study at a Canadian designated learning institution no earlier than January 2017. Designated Learning Institutions include:
  • A public post-secondary institution such as a college, trade/technical school, university, or a Quebec CEGEP
  • A private post-secondary school in Quebec that operates under the same rules and regulations as public institutions in Quebec
  • A private or public post-secondary institution in Quebec that offers qualifying programs of at least 900 hours long that lead to a diploma of vocational studies (DVS) or an attestation of vocational specialization (AVS)
  • A Canadian private institution that is authorized under a provincial statute to confer degrees under provincial law, but only if the program of study completed was a degree as authorized by the province.

• Have been granted one of the following credentials after completing their program in Canada:
  • A degree (Associate, Bachelor’s, Master’s, or Doctorate) which was issued following the completion of a program of at least 8 months in duration;
  • Or, a degree, diploma, certificate, or attestation issued following the completion of a program of any duration leading to an occupation in a skilled trade (See Annex A for the full list):
    • Major Group 72: Industrial, electrical and construction trades
    • Major Group 73: Maintenance and equipment operation trades
    • Major Group 82: Supervisors and technical occupations in natural resources, agriculture and related production
    • Major Group 92: Processing, manufacturing and utilities supervisors and central control operators
    • Minor Group 632: Chefs and cooks
    • Minor Group 633: Butchers and bakers
  • Or, one or more diplomas/certificates/attestations where the following conditions have been met:
    • For diplomas/certificates/attestations, each program of study must be at least 8 months in length and the combined length of the credentials must be the equivalent to a two-year credential (at least 16 months in duration)
    • For a Diploma of Vocational Studies (DVS) or an Attestation of Vocational Specialization (AVS), each program of study must be at least 900 hours in length and the combined program of study must be at least 1,800 hours in length

• Must be employed in Canada with a valid permit or authorization to work at the time the application is received; 
• CLB of at least 5 in either English or French;
• Be living in Canada on valid temporary status, or be eligible for restoration of status;
• Intend to reside in a province or territory other than Quebec;
• Have submitted an application using the appropriate forms provided by IRCC;
• Apply online; and
• Meet admissibility requirements.

Criteria for family members of principal applicants living in Canada:

• Reside in Canada;
• Be included as an accompanying family member in an application for permanent residence under this policy;
• Meet the definition of a “family member”
  • The spouse or common-law partner of the principal applicant;
  • A dependent child of the principal applicant or the principal applicant’s spouse or common law partner;
  • A dependent child of a dependent child.
• Meet admissibility requirements; and
• Be approved by a delegated IRCC officer.

Criteria for family members of principal applicants living outside Canada:

• Be included as an accompanying family member in an application for permanent residence under this policy;
• Meet the definition of a “family member”;
  • The spouse or common-law partner of the principal applicant;
  • A dependent child of the principal applicant or the principal applicant’s spouse or common law partner;
  • A dependent child of a dependent child
• Meet admissibility requirements; and
• Be approved by a delegated IRCC officer.
